Registered survey

Last checked 19 October 2026 · Checked by the Property Centre content team

A registered survey is a survey plan that has been lodged with the state Surveyor-General's office and given a plan number, so the government holds its own record copy. It shows the plot's boundaries, beacons and coordinates, and it is the survey that title and consent applications rely on.

How a survey becomes registered

A licensed surveyor visits the land, fixes the boundary beacons and draws a plan showing the plot's size, shape, beacon numbers and coordinates. The plan carries the surveyor's name, signature and seal.

Becoming registered. A copy of the plan, often called the "red copy", is lodged with the state Surveyor-General's office, as the state survey law requires, and the plan is given a plan number. From then on the government holds its own record of the plot. Plans drawn by unregistered people skip this step, which leaves the land with no government record copy.

Why it matters. Applications for a C of O or Governor's Consent are processed with a survey plan, which is charted and endorsed at the Surveyor-General's office. Charting places the coordinates on the government's map to show whether the land is under government acquisition, or falls on a road, drainage channel or other reserved land. A buyer can have the same check done before paying.

Provisional survey. In listings, "provisional survey" usually means a plan that has been drawn but not lodged. It may show the size and boundaries, but until it is lodged the government holds no record copy, so it should not be treated as the final survey.

Backdated plans. Surveyors' bodies in Lagos and Oyo have warned buyers that a "backdated" survey is a scam and that a surveyor who offers one is likely an impostor. A genuine plan carries the date it was actually made.

Differences by state

  • Lagos: surveys are lodged and charted at the Office of the Surveyor-General of Lagos State, which also charts plans for title and consent applications.
  • Ogun, Oyo and other states: each state has its own Surveyor-General, and the plan must be lodged in the state where the land is. A Lagos plan number means nothing for land across the border.
  • Everywhere: only a registered surveyor can prepare a plan that will be accepted for lodgement.

What to check

  • The plan number, and that the plan is in the seller's name or traceable to the seller's title.
  • The surveyor's name, signature and seal, and that the surveyor is registered.
  • Have your own surveyor chart the coordinates at the Surveyor-General's office.
  • That the beacon numbers on the ground match the plan.
  • That the plan's date fits the seller's history of the land.
  • That the land area on the plan matches what you are paying for.

Red flags

  • A provisional plan offered as if it were the registered survey.
  • An offer to "backdate" a survey.
  • No plan number, or no surveyor's seal.
  • Missing or moved beacons, or beacon numbers that do not match the plan.
  • Coordinates that fall in government acquisition, a road or a drainage channel.
  • A seller who will not let your surveyor chart the plan.

Questions

What is the difference between registered survey and provisional survey?

A registered survey has been lodged with the state Surveyor-General and given a plan number. A provisional survey has been drawn but not lodged, so the government holds no record copy of it yet.

How do I know if a survey plan is registered?

Look for the plan number, the surveyor's seal and signature, then have a surveyor chart it at the Surveyor-General's office. That confirms the record exists and shows whether the land is free of government acquisition.

Do I need a registered survey for C of O?

Yes. C of O and consent applications are processed with a survey plan that is charted and endorsed at the Surveyor-General's office.

Can a survey plan be backdated?

No. Surveyors' bodies call backdated plans a scam, and a surveyor offering one is likely an impostor. Such a plan will not be accepted as a genuine record.

Should I do my own survey when buying land?

It is worth having your own registered surveyor chart the seller's plan and check the beacons on site. That is how you find out whether the plot is what the seller says and whether it is under acquisition.
